India News: Debate Over Security for Women in India

The debate is over whether the juvenile age be reduced to 16 as correct or not. The question here is, if a 17 year old has committed a rape, how immature was he one year back? Or, how mature would he be one year later? When the government couldn't be convinced, it was confused by debating over and over again on the same issue of the age.
