आपने कभी नहीं देखा होगा कि कोई कहे कि बारिश में सरकारी अव्यवस्था के कारण नाले का पानी भी सड़क पर होने से उनकी धार्मिक भावनाएं आहत हो गईं या कोई कहे कि सिस्टम ने वक्त रहते नाला साफ नहीं कराया तो बारिश में घर में नाले का पानी घुस गया, इसलिए उनकी भावनाएं आहत हो गई हैं, जनता की भावना से सरकारें खेल लेती हैं. बारिश में डुबा देती हैं। मुंबई में बीएमसी का बजट गोवा और मेघालय जैसे राज्यों से भी अधिक है. साल दर साल देखें तो 2017-18 में 25 हजार करोड़ रुपए का कुल बजट बीएमसी का रहा, जो अगले साल 2018-19 के लिए बढ़कर 27 हजार करोड़ रुपए हो गया.
